Northwestern Illinois Community Action Agency (NICAA) is a nonprofit private corporation located at 27 South State Avenue, Suite 102, in Freeport, Illinois, serving Stephenson and Jo Daviess counties in the northwest region of Illinois. The agency provides critical community services including the Low-Income Home Energy Assistance Program (LIHEAP), weatherization assistance, homeless prevention services, and home-delivered meals through its Golden Meals program.
