HACAP Dubuque County Outreach Office

The HACAP Dubuque County Outreach Office, located at 220 W 7th St in Dubuque, is a community action agency providing critical support to low-income families through programs including Low Income Home Energy Assistance (LIHEAP), housing assistance, furnace and water heater installation, and home weatherproofing services. Established in 2020 following HACAP’s merger with Operation: New View Community Action Agency, the office serves Dubuque and surrounding counties as part of the larger Hawkeye Area Community Action Program nonprofit, which helps over 78,000 people annually across nine Eastern Iowa counties.
