Operation Threshold

Operation Threshold is a Community Action Agency serving Northeast Iowa counties including Black Hawk, Buchanan, and Grundy, with offices in Waterloo and Independence. The organization provides comprehensive assistance programs including the Women, Infants & Children (WIC) Program, Low-income Home Energy Assistance Program (LiHEAP), weatherization services, food pantry support, and affordable rental housing. Through programs like the Cedar Valley Key Card Program and Share the Warmth initiative, Operation Threshold helps low-income families access community resources and emergency assistance with utilities, heating, and essential services.
