About
Bi-County Community Action Programs (BI-CAP) is a private nonprofit organization established in 1966 as part of the national War on Poverty, serving low-income families and individuals across Beltrami and Cass Counties from its Bemidji headquarters at 6603 Bemidji Avenue North. The agency provides comprehensive services including early childhood education, emergency and transitional housing, energy assistance, weatherization, youth employment programs, and financial support for basic needs. BI-CAP is actively engaged in community partnerships, including a collaborative initiative to create a Community Cultural Garden in Bemidji dedicated to supporting Native American individuals through culturally relevant resources and services.
