CAPC Mobile Food Pantry – Black River

The Community Action Planning Council (CAPC) Mobile Food Pantry in Black River is a mobile food distribution service that brings emergency food assistance to rural areas of Jefferson County. Launched in 2024 as a collaborative effort between CAPC, Jefferson County, and Cornell Cooperative Extension, the pantry operates as a van that travels to underserved communities to provide food packages to eligible residents who meet income guidelines.
